Rahul Gandhi Addresses Youth in Dehradun Amid Venue Shift Over Exam Leak Protest

Dehradun, July 17, 2026: Congress leader Rahul Gandhi is set to address thousands of students and young job aspirants in Dehradun on Friday as part of the party's nationwide "Chhatron Ki Goonj" campaign, which focuses on paper leaks, recruitment irregularities, and unemployment.

Originally scheduled at the historic Parade Ground, the event has been shifted to Bannu School Ground after the local administration withdrew permission, citing a government program at the original venue. Congress leaders have alleged that the change was politically motivated and accused the BJP-led government of attempting to disrupt the rally.

According to Congress, permission for the Parade Ground had already been granted and a fee of ₹1.77 lakh had been deposited before the venue was changed.

Focus on Paper Leaks and Youth Employment

The rally comes amid growing concerns over repeated examination paper leaks and recruitment scams in Uttarakhand. Rahul Gandhi has repeatedly criticized the state government, calling Uttarakhand the "epicentre of paper leaks" and accusing authorities of failing to protect the future of students.

Congress is expected to highlight the cancellation of the September 2025 UKSSSC recruitment examination, which was scrapped after an alleged paper leak linked to Haridwar. The party claims such incidents have shattered the confidence of lakhs of aspirants preparing for government jobs.

Rahul Gandhi is also expected to raise concerns about alleged "rate cards" circulating on social media that claim government jobs can be obtained through bribery. While these allegations remain unverified, Congress says they reflect the deep mistrust among students regarding the recruitment process.

'Chhatron Ki Goonj' Campaign

The "Chhatron Ki Goonj" campaign aims to bring attention to the challenges faced by students, including:

  • Frequent examination paper leaks.
  • Delayed recruitment processes.
  • Rising unemployment.
  • Mental stress among competitive exam aspirants.
  • Demands for transparent and fair recruitment.

Congress leaders say the campaign seeks accountability from governments and stronger safeguards against examination fraud.

Political Significance

The Dehradun rally is expected to be one of Rahul Gandhi's major youth outreach programs in Uttarakhand ahead of future political campaigns. The Congress hopes to connect with students and unemployed youth by making examination integrity and employment opportunities central election issues.

The BJP has rejected Congress's allegations, maintaining that the venue change was purely administrative and unrelated to politics.

Growing National Concern

Paper leak incidents have become a recurring issue in several Indian states, leading to examination cancellations, delayed recruitments, and widespread protests by students. Education experts warn that repeated irregularities erode trust in public recruitment systems and place enormous psychological pressure on aspirants preparing for competitive examinations.

As Rahul Gandhi addresses the gathering in Dehradun, the spotlight is expected to remain firmly on examination reforms, recruitment transparency, and the future of India's youth.
